Open-source emoji sets
Free emoji sets you can actually ship.
A typed emoji is drawn by each visitor's own device, so it looks different everywhere. An emoji set fixes the look, and the question is always the licence. These are the full sets whose makers publish them for anyone to reuse, commercial work included. Each licence below was read from the maker's own LICENSE file, and each set is pinned to one release, so what you see is what you get.

Counts are emoji from the 1,923 in Unicode 18.0, one per emoji, skin-tone variants not counted. Every set is free for commercial use. Fluent draws no country flags and stops at an earlier Unicode release, which is most of its gap. This is a plain reading of each licence, not legal advice; the licence links go to the text itself.
What is not here, and why
- Apple, Samsung, WhatsApp and Facebook emoji. Each is its maker's proprietary artwork. Sites that show them do so under their own arrangements; they are not published for reuse, so they are not ours to offer.
- Google's Emoji Kitchen mashups. The combined stickers are Google's images, served from Google's servers, with no open licence published for them. Sites that offer them as downloads are handing out files they were never licensed.
- Noto's new 3D emoji. The repository ships them, but unlike the 2D SVGs the PNGs carry no licence file of their own. Until Google states one, they stay out.
- Firefox Emoji. Openly licensed (CC BY 4.0), but archived since 2019 and named by description rather than code point, so it cannot be matched to Unicode reliably. Left out rather than half-matched.
- Tossface. Toss ships it as a font only, stopping at Unicode 14, and its licence, in Korean, lets the original be redistributed only with Toss's copyright notice and the full licence text attached. An image pack would mean rendering the font ourselves and carrying that notice on every file, so it waits.
Using a set on the web
Use the image with the emoji's name as alt, sized to the text around it, and every visitor sees the
same face. If you would rather keep typed emoji and only steer which system font draws them, set an emoji stack
on the element:

no credit line at all? Our own holiday icon packs carry no conditions, and the
hand-drawn reaction emoji only ask for credit as a courtesy.
